I would cite, as the best among such instances, Greece in its great age, the Roman Republic, England in the middle of the nineteenth century,1 and America in the days of the founding of the Republic. In all these the synthesis of uni¬ versal with national principles was only very im¬ perfectly and partially realized; yet they remain as the high-water marks of human achievement, the times and places in which most progress was made towards the ultimate ethical goal. 1 W.
