While the powers and duties to which refe< rence has already been made should suffice to atn tract good men and true to the council table* there are other matters to be dealt with of equal or even greater importance. The county councils, while they may themselves appoint for their own consultation and assistance a medical officer o| healthcare to receive from all the districts in the county copies of the reports made by the^ district medical officers of health to the district bodies. If it should then appear to the county council from any such report that the Public Health Act has not been properly put in force; in the district to which the report relates, oxj that any other matter affecting the public health of the district requires to be remedied, the council may cause a representation to be made to the Local Government Board on the matter J Moreover, the council have power tc enforce the provisions of the Rivers Pollution Prevention: Act. The importance of these two enactments can hardly be over-estimated. The local author rity of a small area is too often without the; strength of mind and without the necessary public confidence to enable it to carry into execil* tion adequate though necessary measures ot sanitary reform. Local and sometimes unworthy* influences are frequently too strong for the would^ be reformers,and the new Act therefore, in setting up a superior authority in every county,will hav$ Conf erred an enormous boon upon many a suffering and still insanitary district.
