    of Dublin, or such other certificate as may be approved by the Central Midwives Board, or produces evidence, satis- factory to the Board, that at the passing of this Act she had been for at least one year in buna fide practice as a midwife, and that she bears a good character.” Hence all existing midwives wishing to be registered must put in a claim for registration before 1st April, 1905. After this date, no woman unless certified under this Act can take or use the name or title of midwife, or any name, title, addition or description implying that she is certified under this Act, or is a person specially qualified to practise midwifery, or is recognised by law as a Midwife. (Section 1., Sub-section 1.) Due notice of the effect of the Act so far as practicable was given both by advertisement in the local papers, and also by a circular-letter sent to all known midwives. As this did not seem to awaken some of the midwives to the importance of registration, the Sanitary Inspectors called on all -those who had not been registered, and explained to them the importance of this step. Up to the 31st December, 1904,27 midwives had obtained the certificate of registration. The duties of a Council under the Act as set forth in Section 8 are as follows :— “Every Council of a County or County Borough throughout England and Wales shall, on the commencement of this Act, be the local supervising authority over midwives within the area of the said County or County Borough. It shall be the duty of the local supervising authority— 1—To exercise general supervision over all mid wives practising within their area in accordance with the rules to be laid down under this Act.
