    II. The book sketched out by Mr. Kirkman Gray in his note book, which lies before me, was intended to be considerably longer than the work now published. The notes for the unwritten chapters indude a sketch of “ Newspaper Relief Funds _(end of ^). chapters on “Cripples,” “Epileptics, ® minded ” “The Unemployed,” and on The Relation of the State to the Weaker ClassM.” Part III. was to have discussed “ The Private Citizen under the threefold aspect of “The Agitator” (included in Appendix I.), “The Pioneer,” trator ” Part IV. was to be called The Goal, and to include a chapter on “The Reservoir of Power ” a few notes for which are given m Appendix II infra. The titles of these missing chapters may serve as an indication of the line of thought on which the Author’s mind was working. I am told that whe , some years ago, he began planning this book, he intended to call it “ The Failure of Philanthropy, his experience on a mission in one of the poores slums in London having convinced him of the utter ineffectiveness of philanthropy as ^ wastage of the present time. But with the pursuit of historical study, this adverse judgment became in some degree modified. Private enterprise and voluntary effort were indeed powerless to save the race from physical deterioration under unregulated com- petition and the extreme inequality of wealtl characteristic of our present social condition, but the importance of the philanthropic movement in the agitation for reform, in the trial of experiments, and in the infusion of zeal and enthusiasm into the practical
