Following the abrupt termination of the USAID grant in 1979, and the resignation of the Executive Secretary, Miss Margaret Hardy, the ICM reappraised its future activities and financial resources, including the location of the Secretariat (The USAID grant had funded additional staff contracts and premises to support grant activities).
