The file contains correspondence between Helen Hodgson, Vice President of the Patients Association, and the DHSS and Health Service Commissioner, with regard to her personal and general complaint against University College Hospital, London, about procedures for ensuring patient consent to the presence of students during consultations and treatment. Also covered is the Health Service Commissioner's investigation into the working of the 1973 Circular and the DHSS proposed amendments following a survey of teaching hospital practices and the apparent need for clearer guidance.

Includes some correspondence relating to the wording of the revised teaching circular HC(77)18.
